The CMS of my choice would be wordpress, 

there are CMS such as drupal, which is really powerful, but for the website 
that you are looking for best choice would be wordpress. Easy to program and 
extremely powerful with numerous plugins. So please have a look. If you have 
any problem working around, let me know.
