Yea there are heaps of them in Nepal who can do wordpress theme, but its not really hard to make one yourself. http://codex.wordpress.org/ is all you need. You can design your own templates, and then generate a xhtml/css then with help of wordpress's extremely easy codex, build your own theme.
or may be another easier option can be, just to download or buy one of xhtml/css temapltes that fits your business.. and then make a theme yourself.. you can take twentyten theme of wordpress as an example.
