I am not sure why this is happening but have a look at you dmesg

[  706.330763] option 4-2:1.2: GSM modem (1-port) converter detected
[  706.330955] usb 4-2: GSM modem (1-port) converter now attached to ttyUSB2

3 GSM Modem are being detected.. So try configuring that wvdial.conf to use
USB1 and USB2 too.. May be that would work.. Never seen anything like that
with a CDMA device..
