The proposed venue is FOSS Nepal's office, Putalisadak. The wiki page for this event on Fedora Project is available at https://fedoraproject.org/wiki/Release_Party_F16_Kathmandu. I've also asked for some swag and media (e.g. DVDs, Posters, leaflets etc.) from Fedora Project to support the event (this is one of the reason to delay the date).
