Well  its true , if one has passionate or talented then any one can come to
software filed and be a developer, but still I would recommend you to
choose the correct faculty, because when you choose correct faculty then it
will be little bit easier to you to go the field you want. One from
mechanical engineering will definitely find it more difficult to come in
software developing field compared to one studying the related filed
[unless you are exceptionally talented].When you are studying the correct
subject there is some one to guide you and teach things needed for you, of
course in those 4 years you will learn thing that you need. It will be even
more handy if in future, after you bachelors if you want to go for job or
higher education because of the required perquisite. For example some
companies in Nepal and most of companies abroad ask completion of certain
bachelors degree in computer science related filed or BSC in computer
science apart from your programming knowledge. If you go for higher
education then almost all ask for certain faculty of bachelor degree. For
example if you want to do Masters in Software engineering they prefer
Bachelor in Software engineering or computer science. If you want to do ME
in computer engineering then they prefer ME in computer engineering and so
on. So in general looking at course structure

BE in compuer engineering is supposed to be more hardware oriented and
lower level programming
BE in software engineering is supposed to be more software development
oriented
BCA  is more top top level and also fous in management
BSC in computer science is more generic [usually this degree works for most
of the opeaning and higher education but depends on course content which
differ amoung universities]
