This looks to be the same problem reported by http://www.fossil-scm.org/fossil/info/c666e737cb028bcec2d55659d79ce8521355d2bf and fixed. Try updating to the latest version of fossil and see if that clears the problem. I've just put up new builds of fossil for all major platforms. We've spent a week working on branching and tagging. When upgrading, you will definitely need to rebuild using: fossil all rebuild I have updated all 29 of the fossil repositories that I maintain. D.
