Yes.  There is a bug in the logic that determines the latest version  
to update to when you omit the version number from the "update"  
command.  I'm working the problem.  In the meantime, your work-around  
is to specify the specific version you want to update to on the  
commandline.  For example:

    fossil up 9cbef7

If you are unclear of what version number to use, type "fossil  
timeline --type ci"
