I'm not aware of any reason other than perhaps me being too passive about it. I've made made the changes available and anyone with commit access to the main fossil repo is free to merge them into the trunk. I haven't directly asked someone to do it and I don't have access myself. I've seen unanswered emails to the list asking how to get commit access and haven't bothered to re-ask myself.
