Given the mount command I assume you're working on a Linux system.
Try running the 'fossil' command with strace, e.g.
$ strace -o LOG fossil commit
You can likely find out why things fail by looking for failed system
calls near the end of the LOG file.

repository,download the last fossil source code,
remove the ~/.fossil file, but without success,
