I guess to me, the default should be "As Text". I'd venture to say most of the HTML included in peoples repos will not render correctly anyway embedded inside of a fossil web page. Thus, you would still have an "HTML" link at the top, but by default it would show the text.
HTML in today's day in age almost always relies on style sheets. Put in a code repo, they probably depend on dynamic code expansion of templates/variables as well. Further, images linking in, etc... I'd guess that showing rendered HTML by default, a lot of people are going to have some really messed up HTML displays when just trying to browse the repo. To me, the SCM tool should be managing the source, not really trying to interpret what the source means and in a way, that's what is happening by allowing the HTML code to display as it is.
