Remote, I can understand. You may want to protect (some of) your central repositories. You can have an Apache front end take care of that. Local, I don't understand. Anybody can build a repository. fossil is freely available and doesn't need any privileges to install. The local user is administrator of his local repository by definition. The mere access to the workstation is the only protection you have (and need).
