I have not spent much time in the security sections of Fossil, obviously. You simply enable history for nobody. Zip download is a different security permission. Thus, indexing bots can index tickets, commits, etc.. "nobody" users can click on history links, browse files, etc... but they will still have to auth for the zip download.
