That would be better in a lot of ways, but if the problem is copyrighted 
material, even if the repo duly shows that the project doesn't use X 
anymore, distributing the repository still means making copies of X and 
distributing, which (by hypothesis) you don't have the legal right to 
do. Hence the necessity of shunning or some other equivalent mechanism.
