That would work. To make an import tool for pre-history should really be no more difficult than making a generic import tool. Except for one problem: When you start your new Fossil repository, you'll have an initial version, call is "A". When you later import the pre-history from SVN, version A will not be linked to its parent in SVN. In other words, there will be a gap between the last SVN version and the first Fossil version. But I'm thinking that will be just a minor hiccup.
