See http://www.fossil-scm.org/fossil/info/99d0791365 You can run fossil config reset skin -R mongrel2.fossil in order to reset your presentation configuration back to the default, which will get you out of the redirect loop without upgrading, if you want. Afterwards, be very careful how you change the "Index Page" under /Admin/Configuration to avoid a repeat.
