Is the following an example of what concerns you: http://www.fossil-scm.org/fossil/artifact/3680b8d4c4cc8fbeb50c94311d4afe20d53f8b45 I think the description of this file is correct. The description shows every check-in where the file is in the check-in but where the file is not in the parent check-in. That seems to me to be a pretty good description of how the file is used.
