Thanks.  With the new push I can now see the problems you report.

Of course, the only mention of the 0.9.0rc2 tag is in a "reset" record,
which really shouldn't have anything to do with tags.  (At least not as I
read the documentation at
http://www.kernel.org/pub/software/scm/git/docs/git-fast-import.html)  But
the tag is mentioned now, which means there is some chance of figuring out a
way getting "fossil import" to deal with it sensibly.  No promises - but
I'll see what I can do.
