There is a new branch in the Fossil source tree that attempts to work on windows when a non-ASCII, non-UTF8 code page is selected. See http://www.fossil-scm.org/fossil/timeline?r=windows-i18n for a history of this branch.
The difficulty here is that I do not use windows nor do I speak any languages that use non-ASCII characters. So I am dependent upon community testing to get this right. If you are able, please download and compile the latest version of the windows-i18n branch and test it out on non-ASCII code pages on windows. Report any problems to me. If possible, suggest fixes.
