This is a pity, as it just increases the number of steps in creating a new repository. Are there any plans to increase the breadth of the ui to manage multiple repositories, including listing available repositories already on the server (.fsl/.fossil), creating new ones and possibly deleting existing ones, given high enough privileges, of course?
