In fuel you control what gets scanned from the file-system via the View
menu. Modified+Unchanged shows you what fossil knows about the
workspace. Unknown also includes all the remaining files, except
what is explicitly Ignored. With the "Ignored" option you can view
these files as well.

Pasting the path into "Folder" text box of the "Open workpace" dialog
will take you to that path directly. This is true for all applications that
use the Windows common dialogs.

As fuel aims to be a cross-platform application, deep integration with windows
is not a high priority at this stage. Once I get all the base features
in, I'll look
into adding more platform-specific features.
