This is a work in progress.  I'm putting sqlite4 in a fossil branch in
order to use fossil as a test-bed for sqlite4.  There is no intent of
making sqlite4 the default storage engine for Fossil at any point in the
near future, certainly, and perhaps not ever.

Putting a library like sqlite4 that is actually under development is a
great way to find bugs and deficiencies.  Already I've discovered that
sqlite4 desperately needs AUTOINCREMENT, for example.
