- then editing a ticket or viewing a report works

Thanks for figuring this out. I had noticed a similar issue with a local project where we've extensively modified the ticket table, forms, and reports but had other fish to fry and worked around my issue by only touching tickets in our central "master" copy of the project repository.

Having just tried this, I can confirm the work-around fixed it. Before clicking "Apply", fossil ticket show 2 complained about a missing column. After, it runs the expected report without error.
