What happens if you add: fossil clone -A user2 http://user1@localhost:8080 <http://localhost:8080>test.fossil
May not be related, but I found the error generated when I missed the user authentication confusing in one past scenario (will report properly if I find it again). I tend to tighten up the permissions on my external repos so nobody/anonymous cannot clone.
