I don't know what is going on. Maybe the windows build got run with the line of code at http://www.fossil-scm.org/fossil/artifact/451d85c26d?ln=567uncommented. I've redone the build and uploaded a fresh copy. Please download the new 1.23 for windows and try again. Let me know whether or not this clears the problem.
