1) This is interrupted as a hyperlink. Commit messages use the same formatting rules as the wiki pages. See Hyperlinks at: http://www.fossil-scm.org/xfer/wiki_rules.
It is useful to reference a particular repository artifact with the commit. Particularly useful in binding ticket reports to commits. 2) I don't believe there is a way to turn off this functionality.
