Hi!

I discovered Fossil recently and just joined the community.

Here: http://www.fossil-scm.org/index.html/tktnew, I see "Important
Note: Tickets are for actual bugs only, where 'bug' is defined to be a
case where the program gets the wrong answer. Feature requests,
documentation typos, and other non-bug tickets will be deleted without
comment." Yet, I see some feature requests and documentation tickets
dating back to 2008: http://www.fossil-scm.org/index.html/rptview?rn=2
so I am little confused on the best way to participate. I think a
ticket system (with filters) is a good place for suggestions such as
the three I added:

So perhaps there should be a new type in the drop down "Other" or
"General" or "Project Management"? If not the ticket system, I suggest
to explain more where each type of interaction should go and why. It's
a good idea to have a list of non-code things to do so when someone
volunteers, we have a ready-to-go list. I see

doesn't feel like the right place either.

Thus, I suggest adapting http://www.fossil-scm.org/index.html/tktnew
to something along the lines of: "Important Note: As we want to keep
this list very focused, tickets are for actual bugs only, where 'bug'
is defined to be a case where the program gets the wrong answer.
Feature requests, documentation typos, community improvement ideas,
and other non-bug tickets should be made on the mailing list.
Following the discussion on the mailing list, your
idea/suggestion/question may end up leading to an update of the
documentation or to an item added to the
