The easiest way to test local changes to those files is... edit the file you wish and then visit it by starting "fossil server" or "fossil ui" and use this URL: http://localhost:8080/doc/ckout/www/index.wiki note the path part "ckout" - that tells fossil to serve the local copy of that file from your hard drive.
