I only found this out by asking whether such a feature existed, and being told about it. Scatter mouseover help bubbles around? I've used these in a web app before; I had just a ? with a box around it. Hovering the mouse over them would pop up a few paragraphs of help text. I found these useful for footnote-style reminders of functionality and what things did. Because they take up very little space when not in use, they can be sprinkled liberally around the UI without impacting usability too much.
