If i'm not mistaken (and i might be - i'm not familiar with the details of fossil's ssh bits), a user running over ssh has all permissions (because that's what fossil uses when run in non-server/CGI mode). If, however, fossil is using its HTTP server over ssh (i don't know whether it does or not does, to be honest), then it "should" be setting up the permissions properly for the user. Based on my interpretation of your results, a user running over ssh has all permissions, as for a local user. i can't immediately say whether that's expected or not.
