No.  There are not special directory names.  You can use "help" or "docs"
or whatever, or keep everything at the top-level if you desire, or keep the
files multiple levels deep.
http://www.fossil-scm.org/fossil/doc/trunk/test/release-checklist.wiki is
an example of embedded documentation using relative links and living in the
"test" directory.
