Then the documentation is not correct, saying that it is required when
there are Z-cards. I would expect this setting to have effect only
for "fossil commit" when detects which files changed, so for deciding
which files should be part of the commit. But when
doing the actual commit, the blobs are all in memory so then
calculating the checksum is not expensive any more....
