The only thing 'fossil all clean' really does is to call the 'fossil clean' command on each local checkout, passing the detected 'fossil clean' command

I guess I'm confused about what you are asking for here.

I interpreted the help text in such a way that it would execute "fossil clean -f" on all repos (and thus did not just try the command out ...). so this obviously is a misconception. but in that case it might help to clarify the help text as per your explanation above ("passing `fossil clean' options verbatim")
