After taking a look, this appears to be a misunderstanding, not a bug: by
default fossil looks for a wiki page with the same name as the project.
Since your project name contains quotes, my assumption is that it is not
finding such a wiki page (thus the empty page). The solution is to go into
the settings (on that same page) and set the "index page" option to:
/wiki/some-page-name (whatever name you were originally using, without the
quotes).

My own convention is that i set up a wiki page called "home", so that my
home page is /wiki/home for all of my repos.
