It's like this by purpose, it's depend on mime type. To see the "HTML" in text, there's a "text" button on top right side. It will give you that: https://www.fossil-scm.org/index.html/artifact/144dfb6264fd55caf41e9138e94110f846c2d701?txt=1 -- Martin G.
