All right, such a diff sounds useful already. Do you mean keeping state between --interactive and --tk ..? I think that some of the more exotic features that come up on this list turn out to be really nice (e.g. diff --tk 'SaveAs'); basic interactive use like what you suggest might be one of them. I'm not sure it belongs in Fossil itself - and I'm not to decide, of course, but at least until there is an interactive front end that becomes popular, I guess it would be very convenient.
