My guess is it is because you are running Fossil as root. This was fixed somewhat recently, here: http://fossil-scm.org/index.html/info/5e47d555e4770445328a34f8a46f6487b75192f6 Are you running as root on your other TKL installation? If you can build from source, maybe try a trunk build.
