I use fossil on Mac OS X (client) against a NetBSD server running apache 2.2 (recently upgraded to 2.4), with full client certificate validation, and have been doing so for well over a year. Used to be running 10.8 and am now running 10.9. Apart from one or two isolated glitches, I've never had any problem. It should definitely work. The fact that it can't even connect feels a little strange..
