For this fossil release, I built win32 and win64 versions
following the instructions here (using latest mingw-w64
based on gcc 3.8.2):

There is one additional change I made in the embedded
sqlite3.c, which allows fossil to use repository paths up
to 1040 bytes in stead of the normal 260 bytes. This
change can be found in fossil's "win32-longpath" branch.
