Sorry, i understood "be" a baseline as "be-a baseline." A tag may of course
alias (refer to) a baseline. In theory a tag can tag any UUID, but in
practice we only (IIRC) use them for checkins. (Tagging wiki pages would be
nice - could be used to generate grouped-by page listings. Same for
tickets.) The model allows, however, tags to be placed on other tags.
