Will getting the /zip for a given tag that hasn't changed always return the same md5 for the downloaded file that could be compared to the md5 of the previously downloaded file? Though I suppose this would not be as bandwidth friendly as getting the RSS feed and comparing to what is currently there. A report would work nicely too; I suppose it could include other information not already provided by /timeline.rss.
