Today I've found my old friend Lele from the Darcs days and just for the sake of providing possible help in making svn <---> Fossil, he re-created his old project Tailor and made it available for the public. I was using Tailor a lot in the past and it was providing lot of help when converting repos - mostly to Darcs, but it has support for many version control systems - svn being one of them. Here is the repo: https://github.com/lelit/tailor hoping it can shed some light how to handle Subversion repos.
