Are these the files that came from Fossil or are they the files you're
sending to Fossil?

Running Linux's diff (and I suspect it would be the same on FreeBSD):
% diff 9s08gw32.s8p 9s08rt8.s8p
Binary files 9s08gw32.s8p and 9s08rt8.s8p differ

It can identify the files are different but can't show the results.

If the files you provided are FROM fossil, run a diff on the files
you're sending to fossil to see what occurs.
