I am still not convinced this is the right way to go. As I said, the workflow could be very different, so you are going to convince people to use the git one, exactly as being able to edit word files in openoffice let people to continue to use word...sometimes things should be incompatible to force the change (please, I'm not saying openoffice should not be able to open word documents). Second, I don't think that it does suffice to translate from a command line interface to another, but you have to do it at a library level (e.g., jgit https://eclipse.org/jgit/), or the other way around (make fossil responsive to git commands), what is your aim is not clear to me here.
