Looking through my command history I see, whenever I tried 'fossil revert', I also specified a version tag which displayed "the --revision option does not work for the entire tree". I must have assumed 'revert' only wanted to revert specific files and I never tried reverting without the --revision option. "fossil revert" did remove those records.
