Yes, this due to shun cards.

Perhaps the name in the output should be changed to cards received?

At any rate,  Fossil has auto-shun enabled by default,  so each time you
sync, you  will always request  the shun list.  This will result  in the
``artifacts received'' count to be positive on repositories that publish
shun cards,  even when there  are no  actual changes to  the repository.
This is why when you pull  Fossil's repository you always see a positive
number, instead of 0.
