It definitely doesn't work on Windows. I've tried previously at work with
Windows 7, and again at home with windows 8.1:
f new test.fossil
f open test.fossil
f server -> localhost:8080/info/current => ' No such object: current'
Ctrl-C
f ui -> localhost:8080/info/current => shows the initial checkout
