how about adding CSV export feature to the /reports pages? Optionally, a 'fossil reports' CLI command which outputs them in pretty or CSV form: fossil report by-year -csv -user drh fossil report by-user -year 2015 | -year-week 2015-43 | ... ...ad infinitum...
