Are you using “fossil server”, and is that the path to the file being served? I’ve seen such errors when both “fossil server” and “fossil sync” are trying to use the same file. You say you cloned the repository, but you need to be sure you “opened” from the clone, not from the file being served, so that checkins go to the local clone, which is then synced up to the cloned repository.
