Yes that's true. The README.Debian file targetted at people using the debs 
references specific sections.

Yes, we're working on it and have automated nearly everything in the 
INSTALL document. The stuff that's remaining are things that are harder to 
automate properly. But I hope we can get them as well eventually.

That's the distinction between the INSTALL and README.Debian.
