In very short, FOSSology depends on Linux, PHP and PostgreSQL, so you cannot run it natively in Windows. That being said, I _think_ it is possible to run it in a VM (Virtual Machine), perhaps even Windows’s own Linux subsystem (WSL). But I am merely a user, so others might know more details.
